Michael Chapman

Michael Chapman is a Policy Fellow in the IIPP Policy Studio at the UCL Institute for Innovation and Public Purpose (IIPP).

Michael Chapman is currently pursuing a Master’s degree at Princeton University’s School of Public and International Affairs. He is joining IIPP temporarily to support research and policy projects surrounding digital public infrastructure.

Michael brings experience in local politics and policymaking. After studying Economics and Government at Georgetown University in Washington, D.C., he returned to his home of Oahu, Hawaii, to work in state government. He spent several years with the Hawaii Public Utilities Commission, where he managed the agency’s legislative affairs program and advocated for a responsible clean energy transition. Michael also advised members of the Hawaii State Senate and the Honolulu City Council and ran for public office.
Through graduate school and his work with IIPP, Michael hopes to learn more about how policymakers should navigate emerging technologies and leverage them to advance the common good. In his courses, he has written about the impacts of digital gig labor and data privacy regulations on the Global South.
